Take the shredder out into an open space and use the blow torch to burn the whole mess down to ashes.

Just an idea: what if you put the shredding mechanism in the FREEZER for several days, maybe the plastic would become brittle and you could extract it bit by bit with small pliers? At least try this before you use the blowtorch!

Don’t use the blow torch. I can tell you from experience that will create an even bigger mess from the melted plastic, not to mention the fire that can ensue.
Just because a shredder is jammed doesn’t mean it has to be junked. I know many people who have been able to clear jams and use their shredder for years after. Four credit cards, however, is pushing it.
I have a couple of suggestions. First, check to see if your shredder has a reverse switch. Two, get a pair of needle-nose pliers. Three, be very careful.
I would first try running the reverse switch. If that does nothing, try pulling the pieces out with a pair of needle-nose pliers. If that doesn’t work, you can try pulling the pieces out from the bottom of the shredder by removing the shredder head from the bin.
Again, keep in mind that the shredder blades can injure you. Unplug the shredder when accessing the blades from the bottom.
